This measures the share of Grade 8 students who move on to Grade 9, capturing whether children continue past the upper-primary stage into secondary school. It is an important pinch point because secondary school often involves changing institutions, longer travel, and higher costs, which can push vulnerable students out. A high transition rate shows students are progressing, but it does not confirm they stay through or complete the secondary stage.
